Governance

The Directorate is supported by a group of technical officers who, through their expertise, contribute to both strategic and operational decision-making. When necessary, the Directorate, with or without its technical officers, meets with the senior leadership of the MSPP to discuss matters requiring urgent attention. The administration forwards material requests and needs to the MSPP’s Directorate of Administration and Budget, and human resources needs to the MSPP’s Directorate of Human Resources; it follows up on these requests and may call on the Directorate to intervene when necessary. The technical officers monitor the implementation of the plans that have been developed. Follow-up meetings are held at various levels to ensure the smooth running of the Program.

Organization

The National Blood Transfusion Safety Program is made up of two levels:

    The normative and strategic level, managed by the Program's Directorate, which is responsible for regulation and for ensuring compliance with norms, procedures, and standards; it defines objectives, carries out monitoring and evaluation, and translates the guidelines of the National Blood Transfusion Safety Policy issued by the Ministry's senior leadership into national plans.

    The operational level, made up of the National Blood Transfusion Center (CNTS), the Blood Transfusion Posts (PTS), the Blood Collection Posts (PCS), the Community Blood Banks (DDSC), and the Hospital Blood Banks (DDSH). The CNTS provides a full range of services: promotion of voluntary blood donation; donor selection, collection at fixed and mobile sites, and separation into labile blood products; screening for transfusion-transmissible agents, blood grouping, and cross-matching; and the storage and delivery of labile blood products. The PTS carry out all of these activities except screening for transfusion-transmissible agents. The DDSC and DDSH store blood, perform blood grouping and cross-matching, and deliver labile blood products, the former to patients of all surrounding hospitals, the latter to patients of the hospitals where they are located.
