In accordance with Article 19 of the amended 1987 Constitution, which addresses the right to health of the Haitian population, and in keeping with the guidance issued by the Minister of Public Health and Population regarding emergency management and the reduction of preventable deaths, the Director of the Program reassures the public that every measure is being, and will continue to be, taken to make blood and blood products available for the patients who need them most.
Continuous efforts are underway to maintain their safety and promote their accessibility, despite the challenges facing both the Program and the country. Some of these challenges are now regarded as opportunities to build a more resilient Program. He also takes this opportunity to recall that community participation, through the promotion of voluntary, altruistic blood donation, low-risk behavior, and participation in mobile blood drives, plays a decisive role in the availability of quality blood and blood products.

Dr Ernst Noël
Director, National Blood Transfusion Safety Program (PNST) / MSPP
Biography
Dr. Ernst Noël has served as Director of the National Blood Transfusion Safety Program (PNST) since October 2008. A native of Port-au-Prince, he is a physician specializing in infectious diseases, holds a degree in microbiology (bacteriology and virology) and a diploma in clinical immunology, and is certified in laboratory quality management systems. He is also a university professor.
His career within the PNST reflects a rigorous and dedicated progression: coordinator of the laboratory network, then technical assistant at the PNST, before taking over its leadership. For more than fifteen years, he has carried the vision of a strong, safe Haitian blood transfusion system, accessible to all.
A leading authority on blood transfusion safety issues in Haiti, Dr. Noël regularly represents the PNST in national and international forums and works in close partnership with PAHO/WHO, the Haitian Red Cross, and numerous institutional partners.
